Former Party leader Nong Duc Manh, National Assembly Chairwoman Nguyen Thi Kim Ngan, former National Assembly Chairmen Nguyen Van An and Nguyen Sinh Hung, Standing Member of the Party Central Secretariat Tran Quoc Vuong, and the Hanoi Municipal Party Committee’s Secretary Hoang Trung Hai attended the event. Nguyen Van To was the first Chairman of the NA Standing Committee from March to November 1946, the most difficult period of the Vietnamese revolution.
In her address, NA Chairwoman Nguyen Thi Kim Ngan highlighted Nguyen Van To’s great contributions to Vietnam’s revolutionary cause. She said: “During time in the office, Mr. Nguyen Van To and the NA developed and adopted the first Constitution of Vietnam, the 1946 Constitution. With its progressive content and profound and sustainable values, the 1946 Constitution affirms independence, freedom and happiness of Vietnamese people, the mastery of the state of each Vietnamese citizen, and the right and obligation to build a state of the people, by the people and for the people.”
