Minister of Finance Nguyen Van Thang presents a draft resolution on special policies for Hai Phong at the National Assembly session on May 13, 2025.

Minister of Finance Nguyen Van Thang, who introduced the draft, said the Hai Phong FTZ is expected to become a hub for investment, trade, exports, services, industry, research and development, and high-quality human resources.

The draft resolution outlines key policy areas, including investment management; state finance and budget; urban planning; resources and environment; science, technology and innovation; and civil service reform. 

The draft proposes a range of preferential policies, including streamlined procedures related to investment, business, immigration, work permits, land use, construction, leases, taxation, and export activities, said Minister Thang.

“It also allows foreign banks to open transaction offices within the FTZ, beyond their existing headquarters,” he noted.
