(VOVWORLD) - The Party Central Committee’s Political Bureau and Secretariat held a national conference in Hanoi on Saturday to disseminate and implement the Resolution of the 14th National Party Congress.

The hybrid event, with the main venue at the Dien Hong Hall of the National Assembly building, is connected with more than 31,000 sites of central agencies, provincial and commune-level localities, and Party organizations of the armed forces and businesses nationwide via videoconferencing, with more than 1.9 million participants. It is also broadcast live by Vietnam Television and Radio the Voice of Vietnam, as well as on digital platforms.

Party General Secretary To Lam is attending and delivering guidelines at the conference, which also sees the presence of State President Luong Cuong, Prime Minister Pham Minh Chinh, and Politburo member and Permanent member of the Party Central Committee’s Secretariat Tran Cam Tu.

Through 10 topics, the conference focuses on the key contents and new points in the documents of the 14th National Party Congress.

These topics include some new and core issues and experiences during 40 years of Doi moi (Renewal) identified in the documents of the 14th National Party Congress; the action plan for implementing the 14th Party Congress Resolution, and an assessment of the five-year implementation of the 10-year socio-economic development strategy for 2021–2030 and the socio-economic development plan for 2026–2030.

Presenting the thematic report titled “Action Program to Implement the Resolution of the 14th National Congress of the Communist Party of Vietnam,” Prime Minister Pham Minh Chinh stressed that the action program holds special significance, embracing an innovative approach that is both strategic and comprehensive, yet concrete and practical, helping to swiftly translate the Resolution into reality and generate effective outcomes across all sectors so that the people can quickly benefit from the achievements of the 14th National Party Congress.

The Prime Minister stressed: “Party committees, authorities, localities and agencies throughout the political system need to thoroughly grasp and decisively implement the action program in an effective manner, guided by the principles of one overarching goal of independence, freedom, prosperity and happiness; two guarantees including development to ensure stability and stability to promote development, alongside security, safety and public well-being; three sources of resources from the State, businesses and the people; four “no’s” to avoid wasting time—no wasted day, no delayed week, no missed opportunity in a month, and no passivity throughout the year; and five transformations for development, including green growth, digitalization, optimized use of resources, smart governance, and harmonized interests among the State, the people and businesses.”

In his concluding remarks at the conference, Party General Secretary To Lam emphasized that the Resolution of the 14th National Party Congress of the Communist Party of Vietnam has clearly identified the country’s development goals in the new period and sets out the requirement to enhance capacity and translate those goals into concrete, measurable results, with the people directly benefiting development achievements. On that basis, the Party leader stressed the need to focus on five decisive key tasks in implementing the Resolution.

He said: “First, we need to focus on strengthening capacity and institutionalizing and concretizing the Resolution into policies and laws, ensuring that every major guideline of the Party is promptly, synchronously, and consistently translated into a feasible, stable, and transparent system of mechanisms and legal policies. Second, it’s important to reform implementation methods and enforcement discipline, ensuring that all action programs are designed with clear objectives, specific roadmaps, transparent assignment of responsibilities, and strict inspection and supervision mechanisms. Third, we need to regard development effectiveness and public satisfaction as the highest benchmarks for implementing the Resolution."

"Fourth, it’s important to build a contingent of officials with strong implementation capacity who dare to think, dare to act, and dare to take responsibility for the common good. Fifth, we need to align the implementation of the Resolution with reforming the Party leadership methods and enhancing  national governance effectiveness. In the new period, renewing leadership methods must aim toward building a modern socialist rule-of-law state and an effective, disciplined, transparent national governance system that serves the people,” said the Party leader.

General Secretary To Lam called on Party committees at all levels, Party organizations, authorities, the Fatherland Front, and socio-political organizations to promptly translate the Resolution of the 14th National Congress into programs, plans, and actions aligned with their respective functions, tasks, and practical conditions. He urged them to clearly identify tasks requiring immediate action and breakthrough areas that need focused leadership and direction, ensuring that words go hand in hand with deeds and that implementation is carried through thoroughly to deliver tangible results.
