Discussing Resolution No. 71 on breakthroughs in education and training development, Prime Minister Pham Minh Chinh outlined the current situation of education and training and the necessity of issuing the resolution. He said the guiding viewpoint clearly states that education and training is the top national policy, while the comprehensive education of "Virtue-Intelligence-Fitness-Aesthetics" is the most important determiner of the nation's future.
“We must train global citizens to know Vietnamese, English and some other languages. In addition, we must include AI into general education. We are considering the introduction of AI right from grade 1 in line with "learning while playing". We must make the most of entertainment but increase the educational content. This innovation is crucial,” according to PM Chinh.

The Prime Minister also presented the Action Program to implement the Resolution. This year, the Ministry of Education and Training will finalize the draft laws and develop a National Assembly Resolution on specific mechanisms and policies to implement Resolution 71. The Politburo's policy on investing in building boarding schools in 248 land border communes have been implemented. Investment has been piloted to complete the construction or renovation of 100 schools in 2025.

Presenting the key contents and action program of Resolution No. 72 on several breakthrough solutions to strengthen the protection, care and improvement of people's health, Deputy Prime Minister Le Thanh Long said that from 2026, citizens will be able to receive free periodic health check-ups once a year. The health insurance coverage rate must reach over 95% and 100% of commune health stations are fully invested in facilities and human resources.

Acting Minister of Foreign Affairs Le Hoai Trung presented the Resolution No. 59 on international integration in the new situation and the Action Program to implement the Resolution. He emphasized the pioneering role of foreign affairs combined with national defense and security in protecting the homeland early and from afar. In the integration process, Vietnam must demonstrate the spirit of being an active and responsible partner and proactive contributor.
"Improving the effectiveness of economic integration serves the building of an independent, self-reliant, and highly resilient economy. In fact, recent external shocks such as the Covid-19 pandemic, highly resilient economies not only help stabilize the socio-economy of that country, but also truly become a strong point in attracting foreign investment and economic attractiveness," Mr. Trung said.

Reporting on Resolution No. 70 on ensuring national energy security until 2030, with a vision to 2045, Chairman of the Central Policy and Strategy Commission Nguyen Thanh Nghi underlined the mindset shifting from "ensuring supply" to "firmly and proactively ensuring energy security", considering it closely linked to political stability, socio-economic development, national defense, security and international integration.
“It’s imperative to finetune institutions and policies to gain competitive advantages, solid foundations, and strong driving forces for energy development. The resolution identifies the need to resolutely perfect and effectively implement relevant laws to remove institutional bottlenecks for energy projects; create superior mechanisms to attract and implement major and urgent energy projects. Effortd should be made to refine financial policies to maximize the mobilization of investment capital, private investment capital, and foreign investment in the energy sector,” Mr. Nghi said.
In his remarks at the conference, General Secretary To Lam emphasized that the country's new development momentum is formed from the organic connections between resolutions. These pillars are reinforced by transparent institutions, strict enforcement discipline, data guidance and smart resource allocation. When each gear operates in the right rhythm, the national development machine will accelerate steadily. He requested ministries, sectors, localities, each unit, cadre and party member to immediately start turning aspirations into actions, turning actions into results, and turning results into new beliefs.
