The deputies agreed that revising the Land Law would minimize related complaints and solve issues pending in the land use process. Land relations under the market mechanism have been strengthened. The establishment of the land reserve fund, together with regulations on land information and the right of access to land information, has ensured equality of use. Regulations concerning agricultural land have been revised to extend land use periods for households and individuals. Khuc Thi Duyen is a deputy from Thai Binh province.  “I agree to extend the duration of land use for 50 years, to make farmers feel more secure about investing in production to raise production efficiency. I would suggest that the revised law should define specific incentives for farmers who don’t have land, especially those who were born after 1993, so they will remain and be able to work in the countryside.”

Nguyen Thi Hong Ha suggested regulations to avoid waste of land. “It’s necessary to supplement the regulations to handle organizations which don’t use land properly and end up with fallow land. Investors who have land-use licenses for investment projects but don’t use the land continuously over 12 months, or where land use is behind schedule after 24 months, will have to pay an accumulated tax according to the law. It’s important to specify these taxes.”
