Attending the memorial service in Hanoi were Party General Secretary To Lam, President Luong Cuong, National Assembly Chairman Tran Thanh Man, along with other incumbent and former leaders.
Delivering the eulogy, President Luong Cuong, head of the State Funeral Board, affirmed that former President Tran Duc Luong was a shining example of learning and following Ho Chi Minh’s thought and morality, and a loyal, exemplary Communist Party member. His passing, President Cuong said, is a great loss to the Party, the State, the people of Vietnam, and his family.

“Former President Tran Duc Luong was one of the key leaders of the Party and State. He consistently demonstrated a strong sense of responsibility, upheld Party unity, and worked in a democratic, scientific manner. He placed the interests of the Party and the nation above all else, led a virtuous life, and earned the respect and affection of the people and international friends. With 65 years of Party membership and over 50 years of revolutionary service, he made tireless contributions to the glorious revolutionary cause of the Party and nation and people’s happiness. In every position he held, he performed with excellence and dedication, embodying revolutionary ethics and selflessness. Though he has passed away, his legacy, contributions, and revolutionary morality will forever inspire generations of cadres, Party members, and citizens,” said President Cuong.

After the eulogy, mourners observed a minute of silence.
The casket of former President Tran Duc Luong was then transferred to Noi Bai Airport for the flight to Chu Lai Airport.
The burial ceremony will take place at 3:00 PM in Pho Khanh Commune, Duc Pho Town, Quang Ngai Province. It will be broadcast live on radio and television.
As of 5:00 PM on Saturday, 655 delegations with some 9,300 individuals had paid their last respects to the former President.
Former President Tran Duc Luong was born on May 5, 1937, a native of Pho Khanh commune, Duc Pho district (now Duc Pho township), in Quang Ngai province.
He joined the revolution in February 1955, and was admitted to the Communist Party of Vietnam on December 19, 1959. He was a member of the Party Central Committee of the 5th, 6th, 7th, 8th, and 9th tenures; a Politburo member of the 8th, and 9th tenures; a permanent member of the Political Bureau of the 8th tenure; Vice Chairman of the Council of Ministers from February 1987 to September 1992; Deputy Prime Minister from October 1992 to August 1997; President of the Socialist Republic of Vietnam and Chairman of the Council for National Defense and Security of the 10th and 11th terms; and a National Assembly deputy of the 7th, 8th, 10th, and 11th tenures.
Throughout his 50 years of revolutionary activities, former President Tran Duc Luong made exceptionally outstanding contributions to the glorious revolutionary cause of the Party and the nation. He was awarded by the Party and State the Gold Star Order, the 65-year Party membership badge, and many other distinguished orders, medals, awards and titles.
After a period of illness, despite the best treatment and care by medical experts and his family, Mr. Luong passed away at 22:51 on May 20, 2025 at the age of 88, at his residence in Hanoi.
