The resolution grants the city's administration authority over matters that normally need approval from the central government, including land and investment management, budget, and salaries in the public sector.

Municipal Party Secretary Nguyen Thien Nhan praised the National Assembly’s move as a breakthrough for HCM city, Vietnam’s largest economic hub. 

The National Assembly's resolution on piloting special mechanims and policies for HCM city will take effect for 5 years. 

The same day, lawmakers approved a 1 billion USD budget for land clearance at the Long Thanh International Airport in the southern province of Dong Nai. The land clearance is scheduled to be completed by 2021. The new airport will have an annual capacity of 100 million passengers and five million tonnes of cargo.
