NA ends discussions on socio-economic issues

(VOVworld) – Law makers spent the past day and a half discussing socio-economic issues. 60 deputies voiced their opinions while 5 government officials delivered reports and answered questions, according to National Assembly Vice chairwoman Nguyen Thi Kim Ngan. 

(VOVworld) – Law makers spent the past day and a half discussing socio-economic issues. 60 deputies voiced their opinions while 5 government officials delivered reports and answered questions, according to National Assembly Vice chairwoman Nguyen Thi Kim Ngan. Deputies recommended that the government pay more attention to stimulating the economy by encouraging housing combined with strategic long term planning.

Regarding plans for economic development, deputies agreed that these plans should go hand in hand with long term development strategies while priorities should be given to the necessary resources to establish planning systems, identify products and services for each sector to focus their development on. Other deputies agreed that the poverty rate among some ethnic minority groups remains high and has become a critical issue for Vietnam, despite impressive achievements in poverty reduction in recent years. Lo Van Mun who represents the northern province of Dien Bien said: "I think the government should thoroughly review all its policies on poverty reduction to see whether they are effective or not. From the results, calculations should be made to adjust spending on poverty reduction in the medium and long term. Meanwhile, localities with ethnic minorities should be provided a certain amount of money to implement policies so that they can play a more active role in the process. Patience and effort are needed to develop education among ethnic groups in mountain areas because this is the most sustainable path to poverty reduction." Concluding the discussions on socio-economic issues, Ms. Ngan said: "The NA will enhance its supervision over the government’s work to ensure the NA Resolution is a success. The NA highly appreciates the government officials delivering reports and addressing questions raised during the discussions. We urged ministries and sectors to consider the NA deputies’ recommendations for quickly resolving problems in their operations and management."
Later in the day, deputies discussed in groups a master plan for hydropower plants. Many agreed with the government suspending more than 400 minor hydropower projects. They also expressed their concern over the areas where forests would be replanted, the ineffectiveness of operating and managing regulations, and people’s living conditions in resettlement areas. Deputy Nguyen Tien Sinh from the northern province of Hoa Binh said: "It’s necessary for the NA to improve its supervision by issuing a Resolution on reviewing and implementing government policies regarding hydropower projects and to facilitate their implementation at local level. The government should impose strict measures on projects violating regulations of operating inter-reservoirs, supervising dams, and mitigating the consequences of storms and floods. More attention should be paid to socio-economic development in resettlement areas, especially by offering preferential loans for people in those areas to develop their economies."
Law makers are expected to discuss budget estimates, results of the 3- year implementation of the National Target Program period 2011-2015, and plans to issue government bonds over the next 3 years.
