According to many opinions, the resolution is an important solution to help improve inmates’ education and create conditions for inmates to work, receive career guidance, and learn appropriate jobs, so as to increase their adaptability when reintegrating into the community and limiting the risk of recidivism.
This will also create a mechanism to attract and mobilize social resources to participate in criminal judgment execution in line with judicial reform, some deputies said.
According to the draft resolution, the sending of prisoners out for work and vocational training should abide by the principle of safety, on a voluntary and equal basis, and with partial payment of labor.
11 groups of prisoners who are not allowed to go out for work and vocational training include: prisoners who commit crimes of infringing on national security, sabotaging peace, fighting against humanity and war crimes; having two or more criminal convictions; dangerous recidivism; foreigners; people under 18 years old; people aged 60 years or older.
