More than two thirds of them are managers, managing directors and experts. The number of technical workers accounts for 22 percent of the total.  

Localities and foreign diplomatic agencies are asking Vietnam to permit more than 7,000 foreigners, mainly from China, Japan, and the Republic of Korea, to enter Vietnam. They are experts working for Vietnam’s national key projects or projects applying new technologies invested by multinational groups.
