Also high on the agenda were the East Sea issue and its impacts, policies and solutions to develop the aquaculture, and the government action plan to make comprehensive educational reform.

Cabinet members agreed that the socio-economic situation in the reviewed period continued to gain positive changes, especially in the indexes to ensure a stable macro-economy.

Spontaneous demonstrations took place in several localities to protest China’s illegal placement of an oil rig in Vietnam's exclusive economic zone and continental shelf causing public disorder and losses for production, trading, and exports, as well as negatively influencing the investment environment. The Prime Minister, ministries, relevant agencies, and provincial authorities gave timely directions to prevent the spread of the act and directly supported businesses, and seriously handle law breakers. As a result, most of affected enterprises have resumed regular operation. Major power and iron projects invested or contracted by China are still running normally.

The government agreed to continue to struggle through peaceful measures but resolutely ask China to withdraw its illegal oil rig Haiyang 981 from Vietnam’s exclusive economic zone and continental shelf and maintain the economic and trade relations with China.

Many deputies said that during the process to boost the national economic restructuring, ministries, agencies, and provinces should diversify export-import, tourism, and labor markets.
