The resolution aims to improve institutions and legal frameworks, paving the way for development, unlocking resources, and encouraging all citizens and businesses to participate in socio-economic development, toward achieving the strategic goals set by the 13th Party National Congress.

Mr. Man underscored three key requirements of the resolution: clarifying scope and criteria and identifying obstacles that need to be addressed; enhancing transparency by consulting businesses, citizens, and associations; and ensuring that the resolution is aligned with the current legal system.

Chairman Man said the draft resolution also must not contravene any international treaties to which Vietnam is a signatory.
