Legal institutions turned into national competitive edge, says PM

(VOVWORLD) -Prime Minister Pham Minh Chinh on Wednesday requested continued focus on removing institutional and legal obstacles in 2025, enabling development, serving the people, and turning institutions from "bottlenecks of bottlenecks" into national competitive edge.

PM Chinh on Wednesday chaired monthly Government law-making session to review and give feedback on eight legislation matters, including seven draft laws and the Government's legislative agenda for 2026.

He said building and finetuning laws must ensure both time frame and quality and stressed the need to closely following reality, ensure the highest legal principles, feasibility, and effectiveness. Commenting on the amendments of the Law on Drug Prevention and Control, Prime Minister Chinh underlined the viewpoint of "prevention is better than cure".

“Preventing and repelling drug crimes is to prevent and repel the development of drug demand. The Party's new viewpoint is that drug addiction is a crime, however, pay attention to this humanitarian issue when drug addicts are minors so as to guarantee their s the right to study and practice,” PM Chinh said.

Discussing the draft Law on E-commerce, the Prime Minister suggested referring to international experience to creatively apply it to Vietnam's conditions, manage and promote e-commerce development, and protect consumer rights.
