Deputies said this mega project will create long-term development momentum to the country, especially in the context of globalization and extensive international integration. However, they stressed the need to carefully calculate financial resources, ensure parallelism between implementation progress and project quality, and pay special attention to technology transfer.
Tran Hoang Ngan representing Ho Chi Minh City suggested, "To ensure the high-speed rail system connects with the public transportation system, we must buy technology from foreign contractors. So, there must be constraints for domestic businesses to connect with international contractors to work on this project. Raw materials that Vietnam has must be used to avoid importation.”
Deputies also proposed a fair compensation framework between people whose land is recovered and cleared in localities when project is implemented.
