(VOVWORLD) - Legislators on Thursday heard a report on the draft law on amendments and supplements to the Law on Cadres and Civil Servants and the Law on Public Employees.

The report, presented to the 14th National Assembly’s 8th session, proposed 11 new policies, including reforming recruitment procedures of civil servants and attracting talents to the political system apparatus.

Chairman of the National Assembly's Law Committee Nguyen Khac Dinh said: “The National Assembly Standing Committee acknowledge that there should be different criteria and requirements for talented people in different sectors, so creating a general definition of ‘talent people’ for this law is not feasible. We propose specific definitions of talented people in civil services and regulations on preferential policy and implementing such policy.”

Deputies said that since the adoption of the 2013 Constitution and the 2015 Law on the Organization of the Government and Local Government, the Law on Cadres and Civil Servants and the Law on Public Employees have revealed shortcomings in recruiting talented people.

Deputy Dam Thi My Huong of Ninh Thuan province said: “I back the regulations and policy for talented people in civil services stipulated by the Laws which, once enforced properly, will prove effective and improve the quality of civil services. I suggest the addition of mechanisms to detect talented people which should be bound to those responsible for meritocracy policy.”

In the afternoon, lawmakers worked on reports on the investment plan for the Ka Pet reservoir in Binh Thuan province and the feasibility study for the Long Thanh international airport project’s first phase.
