Lavrov said that the Russian military strictly adheres to international law when conducting its operation in Ukraine, adding that Russia’s goals and objectives will be fully implemented. Lavrov suggested that the US return to a mode of "quiet diplomacy" regarding a possible prisoner exchange "without speculative information stuffing."
Blinken, who called the conversation open and frank, warned Lavrov against Russia attempting to annex more of Ukraine, stressing that the world will impose additional significant costs on Russia if it moves forward with its plans. He called on Russia to accept the US’s opinion on the exchange of people who are detained in Russia and the US.
