Most participants agreed with the draft, especially in applying four breakthrough resolutions to Hanoi’s practical conditions.

Many suggested that the documents should place emphasize on science and technology, innovation, and digital transformation.

They particularly highlighted the importance of building innovation ecosystems closely linked to attracting high-quality human resources to support these strategic breakthroughs.

“Attracting top talents to Hanoi must be linked to an innovation ecosystem which includes high-tech industrial parks, national laboratories, research centers, leading higher education institutions, science and technology development funds, and venture capital funds,” said Professor. Dr. Le Anh Tuan, Party Secretary and Chairman of the University Council of Hanoi University of Science and Technology.

Delegates also voiced strong support for the draft’s identification of five priority areas for Hanoi between now and 2030.

They are investment in transportation infrastructure; culture and education; the development of IT and digital technology infrastructure, and environmental protection; removing bottlenecks and obstacles to accelerate stalled projects; and attracting investment into high-tech zones.
