Notably, Hanoi adopted a resolution on a list of projects on underground systems prioritized for investment. They include the underground urban railway system, comprising of 8 lines with a total length of over 320 km crossing 191 stations, an underground tunnel, underground parking lots, and underground public facilities, totaling 85 projects, and installation of underground telecommunications cables, power lines, and shared technical infrastructure across 95 streets.
They also include a resolution on the development of commercial and cultural development zones, and another regulating the organization and operation of cultural industry centers.

Phung Thi Hong Ha, Standing Deputy Chairwoman of the capital People's Council, said, “The issuance of two resolutions on the development of commerce and culture and on cultural industry centers is essential to concretize Capital Law, which will create breakthrough models, and establish superior mechanisms and policies to drive the growth of the cultural industry.”
The same day, the Council approved two resolutions regulating measures to reduce plastic emissions in Hanoi and incentives and support measures for waste recycling activities, using the best available techniques in the city.
