Hanoi needs to align its vision with national vision: Party leader

(VOVWORLD) - Hanoi’s long-term vision must be closely aligned with the national vision, said General Secretary To Lam at a working session with the Standing Committee of the Hanoi Party Committee on Saturday.

Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man also attended the meeting which discussed the formulation of the Capital’s master plan with a 100-year vision.

This was the first time during the 13th National Party Congress term that the three top leaders of the Party and State held a joint working session with Hanoi’s leaders, and also the first working engagement of Party and State leaders with the capital in 2026.

At the session, Party General Secretary To Lam stressed the need to further improve the living standards of local residents, aiming to develop a safe and healthy capital. He noted that as the country enters a new era which requires faster, more sustainable, more efficient, and higher-quality growth, Hanoi plays a particularly important role.

Accordingly, Hanoi should develop not merely as a large locality, but must position itself as a national development hub, guiding and shaping new development models.

He said: "At this stage, we can no longer continue to develop along the old trajectory. We need to promote faster, but more sustainable, more efficient, and higher-quality growth, grounded in the reform of the development model and governance approach, as well as stronger implementation and management capacity. The Capital’s Master Plan, with a 100-year Vision, must be a product of intellect, responsibility, and aspiration. The planning decisions made today will determine what kind of capital Hanoi will become in 50 or 100 years, in the region and the world."

The General Secretary called on the city to adhere closely to seven major strategic orientations, including placing the people at the center of the Capital’s planning, with quality of life as the highest benchmark and developing Hanoi with a balance between modernity and tradition, between expansion and preservation. Mr. Lam stressed that the master plan must be forward-looking, with a long-term vision and open development space, positioning Hanoi as a national hub of creativity, knowledge, and innovation.

The Party leader also stressed the need to establish a new growth model and pursue double-digit growth targets. Hanoi must unlock new growth drivers, because the core issue is not expanding scale at any cost, but building a new growth model based primarily on higher labor productivity knowledge, science and technology, innovation, digital transformation, and high-quality human resources.
