Representatives of the Bashar al-Assad regime accused Islamic gunmen of killing villagers of Maan in the central Hama province while the opposition negotiators presented a report on the regime's "violence, crimes against humanity, and state terrorism".

The two sides conflicted about establishing a transitional government. While the opposition said a transitional government without President Assad is the only way to end bloodshed, the government insisted that the president's future is not up for negotiation.
