(VOVWORLD) - General Secretary To Lam on Thursday underscored the urgency of restructuring the state apparatus, urging that the process be completed before the 14th National Party Congress, as decisions made after that time would make reforms significantly harder to implement.

Speaking at a group discussion on the draft Law on the Government Organization (revised), the draft Law on the Organization of Local Government, and a draft resolution addressing a number of issues related to State apparatus restructuring as part of the National Assembly’s 9th extraordinary session on Thursday, the Party leader said ensuring the efficiency of the state apparatus has been a key focus during the restructuring process.

He said historical and international experiences show that an ineffective government erodes public trust, leading to unpredictable consequences. Therefore, public satisfaction should be measured across multiple criteria to accurately reflect the system’s efficiency and effectiveness.

He acknowledged the strong support from the public, government agencies, and the National Assembly for the Party guidelines on streamlining the apparatus. He said the swift and effective implementation of the guideline demonstrates its correctness, meeting the people's expectations. Beyond economic considerations, the goal is to enhance the efficiency and effectiveness of the apparatus.

Expressing concern about Vietnam’s international status, General Secretary To Lam noted that while national reforms have yielded significant progress, the country’s development pace remains slow compared to other countries. He stressed the need for nationwide transformation to boost competitiveness and economic growth.

Regarding local development, he called for bold innovations in governance, advocating for greater autonomy and responsibility for provincial and municipal leaders to enable them to make timely and well-informed decisions aligned with their specific circumstances.
