Three working groups are led by three Deputy Prime Ministers and the remaining two groups are led by the Minister of Planning and Investment and the Minister of Finance.

The decision said the time for inspection runs from the 10th to the 25th of every month.

The working groups are tasked with organizing the review and synthesis of difficulties and problems, analyzing the causes of difficulties and obstacles in the implementation of public investment projects, especially projects using official development aid (ODA) and concessional loans from foreign donors at ministries, central agencies and localities, and putting forth solutions to promote disbursement of public investment capital and improve capital use efficiency.
