The aid includes 60 million for humanitarian needs - shelters and heaters, 100 million for repairs and restoration, and this amount will be taken from the proceeds of frozen Russian assets.
Von der Leyen also said a power plant is being dismantled in Lithuania and will be rebuilt in Ukraine, where 80% of thermal power plants have been destroyed. The EU aims to restore 3.5 GW of electricity capacity, or 15% of Ukraine's needs, she said.
