The Steering Council, chaired by Deputy Prime Minister Vu Duc Dam, will propose guidelines, directions, and methods of compiling the encyclopedia to the Prime Minister, and help him coordinate the compilation work. It will also enlist experts to do the work, evaluate the results, and publish the encyclopedia.
