He told reporters on Thursday that Russia’s stance is to end provocative acts and resume 6-party talks to relieve the tension on the peninsula. Lukashevich said that a decision, recently approved by North Korea's Supreme People's Assembly, to consolidate North Korea’s status as a defensive nuclear state, has fueled the tension and perhaps impedes efforts to resume talks.

According to Lukashevich, Russia, as a permanent member of the UN Security Council, considers North Korea’s violations of nuclear non-proliferation resolutions unacceptable.
