(VOVworld) – The US and Cuba started historic negotiations on Wednesday in Havana to restore diplomatic relations after decades of hostility. Despite some differences, they agreed to continue discussions and meetings to deal with migration issues.

Cuba says the US’s “Cuban Adjustment Act” and privileges granted to Cuban doctors migrating to the US from a third country have encouraged illegal migration and go against the bilateral migration accord signed in 1994. Havana wants normalized relations with Washington in the area of migration, but the US policy of exceptional treatment for Cuban citizens has hindered this process. A US representative said the US will continue to enforce the “Cuban Adjustment Act”, the centerpiece of its immigration policy on Cuban citizens.
