The Philippines has ordered the closure of all schools and offices in the capital Manila and 29 provinces across the country. President Ferdinand Marcos Jr. on Monday instructed the country's disaster response agency to take response and recovery measures at the highest level, as well as mobilize all forces as Ragasa is raging northern Philippines. Many domestic flights and ferry routes have been cancelled as a safety precaution.

In Taiwan (China), authorities have carried out small-scale evacuations in the eastern mountainous areas and issued warnings on land and at sea. Wang Shenzhe, an official with the local Maritime Safety Administration, said: “During the storm, we will conduct remote inspections of the vessels’ moorings After the storm passes, we will evacuate the vessels as soon as possible to restore normal production activities.”

Hong Kong (China) is preparing a drastic measure that has not been seen in many years. It is considering suspending all commercial flights for 36 hours, from the evening of September 23 to the morning of September 25, coinciding with the forecast approach of Typhoon Ragasa.

Some 700 flights will be canceled, a move experts say reflects the level of danger the super typhoon could pose to an international financial and aviation hub of 7.5 million people.

In China's Macau Special Administrative Region, authorities are advising residents to stock up on bottled water, food, flashlights, medicine and first aid supplies, as well as phone chargers and spare devices.

In Guangdong province, more than 10,000 coastal vessels have been moved to safe shelters since 10 AM Monday. Shenzhen city authorities plan to evacuate 400,000 people to safe shelters.
