Speaking to the Senate Intelligence Committee on Thursday, Brennan said IS is trying to build a commanding center and incite attacks targeting “foreign enemies”, citing recent attacks in Paris and Brussels. Brennan said IS has a large number of core Western fighters who are able to act as spies in Western attacks. These fighters can travel to other countries by disguising themselves as refugees.
