Li's remarks came at a time of frosty ties between the world's two largest economies, and ahead of US Commerce Secretary Gina Raimondo's expected visit to China in late August.
The same day, Casper and Chinese Minister Industry and Information Technology Jin Zhuanglong discussed China-US industrial development cooperation and other issues.
US President Joe Biden on August 10 issued a ban on US businesses investing in sensitive high-tech sectors in China, after banning the export of advanced microchips to the Chinese market.
Beijing considers these measures to be violations of the principles of free trade. Both countries are continuing to impose high tariffs on certain imports.
