In Zhanjiang city, Guangdong, all schools, workplaces, production, transport, and business activities were suspended from Saturday evening, and highways were closed starting Sunday. Maritime operations in affected areas have also been halted. Meanwhile, Hainan province canceled flights, suspended public transport, and shut down many businesses from Saturday.

In Thailand, around 340,000 people across 17 provinces have been severely affected by flooding and typhoon Matmo. The Thai Meteorological Department said the tropical storm would bring heavy rains nationwide from October 5–7, worsening flooding in many areas. Over 20 riverside localities face rising water levels and possible dike breaches, while mountainous regions risk flash floods and landslides. More than 15 coastal provinces are also affected by high tides.
