Speaking to the British Parliament, Prime Minister Johnson said the UK and the EU are getting closer to a solution because the remaining members recognize the need to solve the Brexit problem. Mr Johnson welcomed the recent constructive telephone conversations he had with German Chancellor Angela Merkel, Irish Chancellor Leo Varadkar, and European Commission President Jean-Claude Juncker. However, he insisted that the "barrier" clause on the Irish border issue still needs to be canceled, and Britain would still leave the EU on October 31, even if a Brexit deal is not reached. European Council spokesman Natasha Bertaud said that the EU's settling the issues seen in the latest Brexit proposal depends on London, not the EU.
