This was stated at a conference on SOE restructuring in the 2014-2015 period chaired by Prime Minister Nguyen Tan Dung on Tuesday in Hanoi. The participants also proposed breakthrough measures and policies to effectively carry out the equitisation of 432 SOEs in the next 2 years. Tran Bac Ha, Chairman of the Board of Directors at the Bank for Investment and Development of Vietnam, said: "We agreed to include the value of land use rights in total enterprise value but how should it be calculated? According to the State’s price frame, enterprise value is calculated based on trade advantage, but trademark advantage is invisible, so how can this be done? We also face the challenge of assuring and developing capital in an unfavorable stock market. This is the common thinking at state-owned groups and companies". 

Minister of Transport Dinh La Thang stressed equitization as the only and essential way to improve enterprise management and business production. He also affirmed a determination to restructure and equitize enterprises in the transport sector. Some participants suggested amending the Law on Bankruptcy, restructuring state-owned farms and forest plantations, and helping resolve enterprises’ financial difficulties during the equitization process. Most agreed that in order to equitize SOEs effectively, related ministries and local authorities need to closely supervise the work and enterprises must work together and with relevant ministries to deal with any difficulty during the restructuring process.
