Addressing the National Assembly's discussion on a number of draft laws in Hanoi on Saturday, Mr. Lam explained the goal of law revision to stimulate innovation, boost international integration capacity, and thoroughly eliminate barriers caused by overlaps and contradictions in the legal system.

“The reform momentum is needed. First is to fundamentally innovate legal mindset, shift from management to service mindset, from passive to active, and facilitate development. Without this new mindset, it would be very difficult to make the laws in sync with each other. Law making must be one step ahead, must ensure high predictability, match reality and serve the development needs.”

“Third, law enforcement must be strict, fair, and substantive, coupled with publicity, transparency, and maximum convenience for the people, businesses, and the whole society. Fourth, there must be clear decentralization and delegation of power aligned with responsibility, elimination of the application-approval mechanism, vested interests and group privileges.”

Commenting on the amendments and supplements to the Law on Nationality, General Secretary Lam said encouraging patriotic overseas Vietnamese and foreign experts to acquire Vietnamese nationality is honoring national pride and international solidarity.
