Chien said there are still disagreements over territorial sovereignty in the East Sea, but Vietnam supports the full and effective implementation of the Joint Declaration on Conduct of Parties in the East Sea (DOC) and the early conclusion of negotiations and signing of the Code of Conduct in the East Sea (COC) in a substantive, effective manner in accordance with international law.

Chien urged countries to strengthen trust, work closely to deal with common challenges, build an open, transparent, inclusive regional architecture, uphold international law and regional commitments, and continue to make more substantial and effective contributions to the common development of ASEAN and for the common peace, prosperity and security of the region and the world.
