Mr. Man was addressing a group discussion at ongoing 9th session of the 15th National Assembly in Hanoi. He said, “Voters, people, and officials all want to make the State apparatus to be lean and mean. This is a policy that is in line with the people's wishes. We have established a Constitutional Amendment Committee and are publicly soliciting public opinions on amending the Constitution until to June 5, 2025. Streamlining the State apparatus also requires amending the Law on Organization of Local Government. This means strong decentralization. Localities decide for themselves, do for themselves, and take responsibility for themselves.”
“If the Constitution is amended at this session of the National Assembly, it will create conditions for finetuning the legal system and creating a foundation for the reorganization of the State apparatus, which will ultimately spare resources for national development,” said the top legislator.
On Wednesday afternoon, deputies discussed the National Assembly’s draft Resolution of amending and supplementing a number of articles to the 2013 Constitution, the revised draft Law on Organization of Local Government and the revised Draft Law on Cadres and Civil Servants. Earlier, in the morning, the National Assembly debated the revised draft Law on Employment.
