In his opening speech National Assembly Chairman Nguyen Sinh Hung said the meeting takes place in the context of a slow recovery by the global economy, unstable political security, armed conflicts, and epidemics in a number of regions, which have had a negative impact on regional and global economic and political life. Vietnam has managed to stabilize its macro-economy and contain inflation, with the economy being restructured and social security and poverty reduction policies implemented. However, there have been socio-economic difficulties affecting national sustainable growth. The complicated situation in the East Sea has had a negative impact on Vietnam’s socio-economic development. Chairman Hung said the meeting will discuss and decide a number of important issues: “The meeting will discuss and approve 18 draft laws and resolutions and comment on 12 other draft laws. This will be the highest number of draft laws discussed at a National Assembly session. They include important laws concerning the fine-tuning of economic institutions, the state apparatus, human rights, and citizen rights and duties in line with the new Constitution. Deputies will discuss reports reviewing the implementation of this year’s socio-economic development targets and plans for next year. A vote of confidence on those elected or ratified by the National Assembly will be conducted. With thorough preparations, the National Assembly will fulfill its task assigned by the people, the Party, and the State.”

Deputies will hear reports on the settlement of voters’ petitions, and a government report on corruption, crime prevention, and law enforcement. A Q and A session will be held and deputies will consider the plan to build Long Thanh International Airport.

After the opening ceremony, Prime Minister Nguyen Tan Dung presented a government report on this year’s socio-economic development and plans for next year and President of the Vietnam Fatherland Front Nguyen Thien Nhan reported on voters’ opinions. Deputies also heard appraisal reports on this year’s socio-economic development and plans for next year, corruption prevention in 2014, and the plan to revise school textbooks.

In the afternoon, they heard reports on the implementation of this year’s state budget and next year’s budget estimate and allocations, as well as revisions to the Law on Special Consumption, the Law on the State Budget, and the Law on State Audit.
