At the conference, the Party Central Committee discussed and decided such issues as continued reform of the political system, reform and strengthening the Party’s leadership over mass mobilization work, the draft revision of the 1992 Constitution, review of one-year implementation of the resolution of the 4th session of the 11th Party Central Committee on party building; planning of strategic-level officials, pro-active response to climate change, strengthened protection of natural resources and environment among others. With high consensus, the conference released many important resolutions and conclusions, which are significant for the implementation of the resolutions of the 11th National Party Congress.

In his address to close the meeting, Party General Secretary Nguyen Phu Trong clarified several issues and summarized major outcomes of the conference. Regarding the continued reform of the political system, Party leader Trong urged for more efforts to strengthen the political system from central to local levels in order to build a uniform, streamlined, stable and appropriate apparatus and a contingent of cadres and public employees, who have political virtues, ethics and high qualifications, meeting requirements of the new situation. Mr. Trong said: “To fulfill these tasks, we should grasp thoroughly President Ho Chi Minh’s thoughts and the Party’s views on mass mobilization and national unity. In particular, people’s right to mastery should be respected and brought into full play. The people’s material and spiritual lives and their direct interests should be protected. Respect the people, stay close, understand and trust them. Regularly build and rectify the Party, the State and the administration. All Party viewpoints and State laws and policies should serve the people, stem from the people’s legitimate interests and aspirations. Party members and public employees should be role models, and dedicated to your work, and act upon your words to win the people’s trust”.

In term of consolidating and renewing the Party leadership on mass mobilization, Party leader Trong said the Conference agreed that following the resolution on Party building, the Party Central Committee’s adoption of a resolution on consolidating and renewing the Party leadership on mass mobilization is necessary in the current situation. Only by implementing well mass mobilization work and strengthening the close bonds between the people and Party can the Party be powerful.

Regarding acquiring people’s recommendations to the draft revisions of the 1992 Constitution, Mr. Trong said the Party Central Committee appreciated and thanked the people, soldiers, and Vietnamese people living abroad for actively contributing ideas to building the draft revisions of the 1992 Constitution. He acknowledged the Committee for Drafting the 1992 Constitution Revisions and functional agencies for their good preparations for the referendum, gathering, and summarizing public opinions to finalize the draft revisions of the Constitution before submitting to the National Assembly for approval.

About the implementation of the Party Central Committee’s resolution on Party building, Party leader Trong confirmed that the Party Central Committee asked for continuous and resolute directions to implement the resolution with firm steps in order to obtain significant changes in Party building in the new period. Party leader Trong concluded this speech: “Our responsibility after the conference is to effectively implement resolutions and conclusions approved by the Party Central Committee, considering it a decisive factor in realizing the resolution. It requires resolute determination, great effort and scientific working methods. We have to simultaneously do many works which are equally important and urgent. If we don’t adopt a broad view and scientific working methods, we can miss some tasks”.

At the Conference, the Party Central Committee elected Nguyen Thien Nhan, member of the Party Central Committee and Deputy Prime Minister, and Nguyen Thi Kim Ngan, Secretary of the Party Central Committee and Vice Chairwoman of the National Assembly, to the 11th Politburo, and Tran Quoc Vuong, member of the Party Central Committee and Head of the Party Central Committee’s Office, to the Secretariat of the 11th Party Central Committee.
