The flight was arranged by authorities in Vietnam and the US, and Vietnam Airlines. The passengers included children under 18, elderly people, workers with expired work contracts, students who just completed an academic year, and stranded tourists.

Immediately on landing at Van Don International Airport, all passengers and flight crew members were given health exams and sent to quarantine areas.
