One of the first localities to make a specific plan for logistics development, Quang Ninh province has projected six logistics centers will be created by 2025 in Cai Lan, Van Don, Quang Yen, Binh Lieu, Hai Ha, and Mong Cai-China’s Dongxing Economic Cooperation Area.
Nguyen Xuan Ky, Secretary of the provincial Party Committee, said: “To boost logistics services, it’s necessary to promote production chains to increase values and make full use of the locality’s advantages and potential. Quang Ninh has outlined specific plans, starting with investment in road infrastructure and the business, and investment environment, and facilitating administrative procedure reform, especially for international seaports and border crossings.”
Infrastructure is considered a key factor for logistics development. Over the past few years Quang Ninh has invested heavily in transportation, warehouses, and ports. Last September, the first expressway linking Ha Long and Hai Phong was opened, completing the route connecting Hanoi, Hai Phong, and Quang Ninh.

Two other projects – the Ha Long-Van Don Expressway and Van Don International Airport – were then put into operation. Many transport projects have been proving effective, including Bac Luan Bridge II and the road connecting the border gate economic zones of Mong Cai and Bac Phong Sinh.
The system of seaports, harbors and inland waterways has received heavy investment. A pontoon bridge connecting Vietnam’s Mong Cai city and China’s Dongxing city was cleared for goods transport last March, boosting the competitiveness of the two border gates compared to other border gates along the Vietnam-China border.
Transport, warehousing, loading and unloading, and packaging services have been improved.
Nguyen Van Binh, Head of the Party Central Committee's Economic Commission, said: “Quang Ninh has great potential in logistics with high added values, which can greatly boost the province.”
On top of infrastructure, administrative procedure simplification and shortening the time for customs clearance are key solutions Quang Ninh has been implementing to develop logistics services.
Nguyen Ngoc Thanh, Director of the Maritime Administration of Quang Ninh, said: “We have provided public services online at level 3 with forms that can be downloaded or processed online and level 4 with forms and payments that can be processed online via the National Single Window system. All ocean liners arriving at or departing from Quang Ninh’s ports can file electronic manifests via the NSW, which minimizes customs clearance time and limits contact between enterprises and port authorities.”
Quang Ninh projects that the logistics industry will contribute between 16% and 18% of service sector revenues by next year and 18% to 20% by 2025, as Quang Ninh becomes the logistics center of the North.
