Over the past two years, Ninh Thuan province has taken drastic measures to realize Resolution of the 14th provincial Party Congress and the Resolution of the 13th National Party Congress.

The province adopted thematic resolutions and action plans to realize the provincial Party Congress resolution.

Pham Van Hau, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Council, said that under the 14th provincial Party Congress resolution, Ninh Thuan will become a hub of renewable energy by 2025.

Under the action plan to realize the resolution, Hau said leaders of the provincial Party Committee have reformed leadership methods right from the first year of their tenure. In the second year, the leaders will work out solutions to tap local advantages and strengths to boost the province’s development.

“We aim to create consensus in the whole political system, from the provincial to the grassroots levels in order to realize the resolutions,” said Hau.

Over the past 2 years, the provincial Party Committee have issued more than 20 thematic resolutions, directives, action plans, and important projects.

These include a resolution on renewing the growth model, improving the quality of labor productivity and the competitiveness of the economy; a resolution on the development of the southern key economic region of Ninh Thuan province by 2025 with a vision to 2030; a resolution to turn Ninh Thuan into an energy and renewable energy hub of Vietnam by 2025 with the direction to 2030; and a resolution on the locality’s digital transformation until 2025 with a vision to 2030.

Hau insisted that the province has gained a lot of success this year after two years implementing the resolutions.

“Ninh Thuan has maintained economic stability and gradually recovered the economy with a steady growth rate of the Gross Domestic Product (GRDP) per capita over the past 3 years. In 2021, Ninh Thuan was among the top localities with the highest growth in Vietnam. In the first 6 months of this year, our growth rate was in the top 8,” said Hau.

In its resolutions, the province has focused on creating a typical development direction to attract more investment.

It has maximized its potential and advantages, put forth mechanisms and policies, upgraded transport infrastructure, allocated land for clean energy and renewable energy projects, and strengthened links with domestic and foreign investment attraction channels and overseas Vietnamese representative agencies to call for investment in 5 industrial clusters across Ninh Thuan.

Under its direction to 2030, the province aims to increase the growth rate of industrial production value 18% per year compared to 2010 and the industrial proportion in GDP 40% while the total capacity of power plants will be 11,800 MW in order to make Ninh Thuan a clean energy and renewable energy hub of Vietnam.

According to Vo Dinh Vinh, Director of the provincial Department of Industry and Trade, Ninh Thuan has submitted to the Ministry of Industry and Trade and the Prime Minister for approval the provincial socio-economic development plan.

“In mid-May, the Government's Power Development Plan VIII was integrated into the provincial socio-economic development plan. We’ve provided consultation for the provincial administration to deploy the plan in the coming time to fully tap the locality’s potentials and create more values for the industry and processing and manufacturing sectors,” said Vinh.

Under the provincial Party Committee resolution, agriculture, especially high-tech agriculture, has been identified as the economic spearhead. Ninh Thuan has promoted the application of high-tech in agricultural production to form large-scale project areas to produce high-quality farm produce to meet market demand.

By 2025, Ninh Thuan plans to have 3 to 5 hi-tech agricultural areas covering 1,000 ha with a production value of 30,000 dollars per hectare and ensure sustainable development of agricultural, forestry, and fishery production and rural economy.

Truong Khac Tri, Deputy Director of the provincial Department of Agriculture and Rural Development, told VOV that over the past two years of implementing the provincial Party resolution on developing hi-tech agriculture, Ninh Thuan’s hi-tech agriculture has achieved encouraging results.

“The agricultural production industry grows 4.81% last year against the set target of 3 to 4% per year. The hi-tech agriculture production grew 39.6% against the set target of 30 to 40% a year,” Tri concluded.

In the coming time, the province will continue to reform the implementation of the Party resolution, step up the mass mobilization to uphold the strength of the whole political system and the great national unity, and strengthen the application of IT, and the digital transformation in order to successfully realize the resolutions of the provincial Party Congress and the national Party Congress, and its 5-year socio-economic development plan until 2025.
