Da Nang city works to improve its competitiveness

(VOVWORLD) - Da Nang city ranks 9th of 63 provinces and cities for the 2022 Provincial Competitiveness Index (PCI), dropping 5 places, according to the ranking by the Vietnam Chamber of Commerce and Industry. Da Nang is now studying ways to become one of the top localities again.

According to VCCI’s assessment of Da Nang’s economic management capacity, 6 of 10 indicators decreased: entry costs, land access, informal charges, proactivity, business support policy, and labor and training.

Le Minh Tuong, Deputy Director of the municipal Department of Planning and Investment, said the city’s administration is coordinating with central ministries and agencies to remove obstacles in inspections, investment planning, and procedures.

Tuong said the municipal Department of Natural Resources and Environment is improving land work while the Department of Planning and Investment has supported investment procedures for investors and provided consultancy on business support policies.

“We’ll review each component based on the direction of the municipal People's Committee to accelerate the improvement of investment and business environment,” said Tuong.

Da Nang is completing investment procedures to put into use industrial and information technology infrastructure for investment promotion, and working with functional agencies to address the problems arising from putting into operation Software Park No.2.

The industrial cluster supporting Da Nang Hi-tech Park will soon be put into operation, and investors will be selected to develop Hoa Ninh Industrial Park and the second phase of the infrastructure for Hoa Cam Industrial Park.

Policies to support businesses, especially the resolution on interest rates incentives, will continue to be implemented.

Le Trung Chinh, Chairman of Da Nang People’s Committee, said, “We are directing the Department of Planning and Investment to work to remove difficulties for enterprises. We convene monthly meetings of investment promotion team help solve the problems faced by projects. Instruction documents are released every month to address issues related to land and construction. Progress has been made.”

To boost its land access index, the municipal Department of Natural Resources and Environment has built a portal to make land information transparent to businesses. The portal publicizes land use planning, the annual auction land fund, administrative procedures, and unused or un-leased land funds at different industrial clusters.

To boost its market entry cost index, the Department of Planning and Investment has a new method of processing dossiers to speed up investment administrative procedures.

As the center of the Central and Central Highlands region and one of the three national innovative start-up centers, Da Nang is determined to develop an innovative startup ecosystem, which it considers a lever to attract investment.

Ho Ky Minh, Deputy Chairman of the municipal People's Committee, said Da Nang has promulgated many mechanisms, policies, programs, and plans to create a legal basis to promote innovation and start-up activities, and invest in building material and technical foundations for innovative start-up development.

“Innovative start-ups are steadily increasing in quantity and quality. Several of them have set up high-tech platforms, caught up with development trends, especially in IT and artificial intelligence, and attracted investment capital from domestic and international investment funds. The results have helped Da Nang twice receive the award ‘Attractive City for Innovation Start-ups’,” according to Minh.

Since 2010, Da Nang has been one of the 5 provinces and cities with the highest PCI in Vietnam 11 out of 12 times. 5 times it has been first. But during the COVID-19 hiatus, Da Nang’s economic growth slowed. But while its PCI index has decreased, the business community still has a good opinion of the city's business environment.
