The VNeID application is part of a master project to develop electronic citizen data management, identification, and authentication as part of national digital transformation in the 2022-2025 period with a vision to 2030. The project aims to streamline administrative procedures, provide online public services, serve socio-economic development, promote digital citizenship, and perfect an ecosystem that connects, exploits, and enriches citizen data and serves management at multiple levels.

A VNeID e-identification account contains a citizen ID number and password created by the e-ID and e-authentication system of the Ministry of Public Security and sent to the account holder via SMS message.  With an e-ID account, a citizen can access public services more quickly and set up accounts for banking, financial, and telecommunications services using the e-ID already on the system.

With an e-ID account, a citizen’s information is secure, accurate and unique because the information is certified by the national citizen database system of the Ministry of Public Security.

Citizens can register for an e-ID account by downloading the VNeID. Information on the physical ID card will be integrated to create an e-ID card which can be used for all public services as the physical ID card.

At the launch of the VNeID app, Prime Minister Pham Minh Chinh said: "The Ministry of Public Security must ensure that population data is accurate and updated regularly while maintaining connections, communications, and data sharing and ensuring security and safety of personal data in accordance with the law."

In designing its electronic identification and authentication system, the Ministry of Public Security studied the systems of India, Singapore, Estonia and several European Union countries, worked with leading Vietnamese and foreign experts, surveyed, evaluated, and cooperated with ministries and sectors.
