The just-concluded 7th conference of the 11th Party Central Committee said the Vietnamese state system from the central to grassroots level has been reformed but there remains much inappropriateness and cumbersomeness.  The target of streamlining has not been effectively realized and some cadres have not been capable of fulfilling their tasks. Nguyen The Trung, a member of the Party’s Central Committee and Deputy Head of the Party Central Committee’s Commission for Mass Mobilization, has been involved in the Steering Committee of the Project on Reforming and Fine-tuning the Political System in Vietnam. Trung says:“The political system in Vietnam is very big, cumbersome and ineffective. The budget for the system is small but the number of state employees from the central to the communal levels is huge. So, the salaries of state employees are low. This is a problem that need to be fixed. The political system’s function is to serve the people. To fulfill this task, it will be necessary to streamline the system and improve its performance”.

The conference said that streamlining the system and improving the quality of state employees is an urgent problem that needs to be solved immediately. They agreed on the need to keep pace with global trends in building an effective government. Doctor Le Quoc Ly, Deputy Director of the Ho Chi Minh National Academy of Politics and Public Administration, says:“We need to review the whole system to see which parts of the system are necessary and what their functions are. We also need to introduce clear job descriptions for specific positions so that the position holders know what they have to do. Services that don’t have to be managed by the administrative system should be moved to social organizations”.

The conference stressed the importance of matching the right persons to the right jobs based on job requirements. Doctor Tran Khac Viet, Director of the Party Building School of the Ho Chi Minh National Academy of Politics and Public Administration, says: “We need to develop a set of criteria to evaluate the work performance of the cadres and state employees. We also need to study the model of salary packages. This model has been carried out effectively at grassroots level in some localities, so we can learn lessons from these models to apply at higher levels. In addition, we need to enhance the power of leaders to evaluate, use and pay their staff”.

According to the 7th conference of the 11th Party Central Committee, to reform the political system, it’s necessary to reform the Party leadership, strengthen the system and its functions and tasks, improve the capability of state employees, fine-tune the legal system and renovate the operation of the Fatherland Front and the social organizations. Among these measures, streamlining the system and improving the personnel capability are the keys to strengthening the political system as a whole.
