Ring Road 4 project opens up new development space

(VOVWORLD) - Prime Minister Pham Minh Chinh on Sunday attended the groundbreaking ceremony for the construction of Ring Road 4 in Hanoi. This is one of the key projects drawing the attention of the Party, the State, and the public. Once completed, the new road will improve the transportation infrastructure, enhance connectivity, and open up new development space for Hanoi and other localities in the region.

The new 112 km road will pass through 14 districts in Hanoi, Hung Yen and Bac Ninh. The project, in the form of public-private partnership, has a total investment of more than 3.6 billion USD. This is a special project with special mechanisms.

Localities are assigned to act as managing agencies for project implementation while resources combine central and local budgets and other capital sources. Contractors are appointed to implement consulting, technical infrastructure relocation, and compensation, support, and resettlement packages.

These specific mechanisms have proved effective, reflecting the correctness of the Party and State in promulgating a new and bolder mechanism, shortening the time of preparation, commencement and implementation of the project.

Prime Minister Pham Minh Chinh said: "The site clearance component has been assigned to the locality. I’m very impressed with Hanoi's implementation of power delegation to the district level which has created opportunities and favorable conditions for site clearance. Districts and communes and wards in Hanoi have engaged in this work. That is very important."

The project to build Ring Road 4 started one year after the National Assembly approved the investment policy (June 2022), which is unprecedented for land clearance for a traffic project. Site clearance work for the project is 80% completed, 84% in Hanoi thanks to the support and consensus of the people in the project area.

The road is expected to be put into operation by 2026.
