(VOVWORLD) - The 10th plenum of the 13th Party Central Committee opened in Hanoi on Wednesday. In his address, General Secretary and President To Lam emphasized two strategic issues – accelerating efforts to complete the implementation of the Resolution of the 13th National Party Congress and preparing for the 14th National Congress. He highlighted the importance of reviewing key perspectives, guidelines, reform policies, and strategic breakthroughs with high feasibility.

General Secretary and President Lam urged delegates to contribute insights on general issues and especially on practical matters not yet addressed in the draft documents but in need of evaluation.

Hastening realization of 13th National Party Congress Resolution

General Secretary and President Lam said realization of the Resolution of the 13th National Party Congress by 2025 is the primary goal of the Party, people, and army. This, he said, will lay a foundation for realizing the strategic goals set for the 100th founding anniversary of Vietnam.

He said successful realization of this resolution will require great resolve, great effort, and resolute action.

“This is the Party’s responsibility to the people, to the nation’s glorious, heroic history, and to our international friends. It reflects the Party's leadership, governance, and fighting capacity. That’s why it’s important to mobilize all resources and measures to realize the goals that have been set,” said Mr. Lam.

According to General Secretary and President Lam, the 2025 socio-economic development plan outlines key goals, targets, tasks, and solutions and assesses the feasibility of the 2021-2025 socio-economic targets based on the 2024 performance. The Politburo has discussed the plan in detail, comprehensively assessed it, thoroughly considered it, and will report its conclusions to the Party Central Committee for further discussion.

Entering a new era with the 14th National Party Congress

General Secretary and President Lam highlighted the need to focus on document submission, personnel selection, Party building, and Party rule implementation.

He said: “We need to create institution and development breakthroughs, drastically reform personnel work, and perfect and upgrade the socio-economic infrastructure. For strategic directions and solutions, we need to focus on streamlining the apparatus of the Party, State, National Assembly, and socio-political organizations, and promote decentralization, so that localities make more decisions and take more responsibility. The Party Central Committee, the government, and the National Assembly will fine-tune the institution, maintain an active role, strengthen oversight and inspection, and reform administrative procedures. We need to mobilize all resources and foster a spirit of dedication to the nation. It’s crucial to advance digital and green transformation, ensure that development is targeted and efficient, take advantage of external resources, and consolidate the strength of the nation.

General Secretary and President Lam emphasized the importance of personnel preparation for the 14th Congress will have in implementing the Party's policies in the new era. He called on the Party Central Committee to uphold its responsibility to the Party, the people, and the nation’s glorious history and tradition; to promote impartiality, transparency, and objectivity; and to prioritize national interests and the well-being of the people.

Delegates were asked to reflect on achievements, limitations, and obstacles, and propose directions and solutions for Party building in the 14th tenure. The 10th Plenum of the 13th Party Central Committee will continue through Friday.
