The 5th Plenum of the 13th Party Central Committee in May 2022 decided to set up provincial steering committees for anti-corruption and negativity in all cities and provinces. Hanoi, Da Nang and Thanh Hoa province were the first localities to implement the decision. These steering committees have contributed significantly to the fight against corruption and negativity at the local level.

National consensus

Over the past year, the provincial Steering Committees for Anti-corruption and Negativity nationwide have organized hundreds of meetings, dealt with 327 corruption cases and drawn much public attention.

Many localities have handled cases related to officials under the management of the Provincial Party Committee, including Lao Cai, Quang Ninh, Thanh Hoa, Dong Nai, Khanh Hoa, Ho Chi Minh City, Phu Yen, and Thai Nguyen. Provinces and cities have adopted a number of programs and strengthened inspection in areas prone to corruption and negativity.

Secretary of the Hanoi Party Committee Dinh Tien Dung, who is Head of the municipal Steering Committee for Anti-corruption and Negativity, said: "In the first quarter of this year, 24 cases concerning motor vehicle register stations in Hanoi have been overseen. We have directed agencies to speed up the handling of cases following to the conclusions and recommendations of the Central Steering Committee for Anti-corruption and Negativity and related agencies."

The provincial Steering Committees have worked effectively over the past year, recording considerable achievements in the fight against corruption. Cao Bang, Hoa Binh, Quang Ninh, Ha Nam, Thanh Hoa, Da Nang, and Ba Ria-Vung Tau provinces have prosecuted a number of officials including Vice Chairmen of the Provincial People's Committee, members of the provincial People's Committee, Department Directors and Deputy Directors, and Chairmen of the district People's Committee for violating disciplines.

According to Party leader Nguyen Phu Trong, Head of the Central Steering Committee for Anti-corruption and Negativity, these achievements reflect the Party and State's determination to fight against corruption.

At a meeting to prepare for the performance reviews of the provincial Steering Committees for Anti-corruption and Negativity last month, Party leader Nguyen Phu Trong said: "Lessons learned show that we need to strengthen coordination between functional agencies in pre-inspection, inspection, and post-inspection to decide who and what to do first. I think this is a very good lesson. Those at the grassroots level should be exemplary and create public consensus in the fight against corruption."

Setting up provincial Anti-Corruption Steering Committees was a wise decision

Mr. Phan Dinh Trac, Head of the Central Committee for Internal Affairs and Deputy Head of the Central Steering Committee for Anti-corruption and  Negativity  said the fight against corruption has improved markedly.

He urged stronger consensus among the Steering Committees for Anti-corruption. "To deal with differences, agencies need to discuss with one another in a spirit of brotherhood and comradeship and comply with the laws. This is the direction and motto of action of relevant agencies in fighting corruption," said Mr. Trac.

The establishment of the provincial Steering Committees for Anti-corruption and Negativity marked an important milestone in fine-tuning Vietnam's organizational system, leadership and direction for anti-corruption and contributed to the fight against local corruption and negativity. The move responded to General Secretary Nguyen Phu Trong’s appeal for  national consensus to fight corruption and negativity in Vietnam.
