This is the second time that the 15th NA has held an extraordinary meeting to address urgent issues. The first was held last January.
Legislature continues to reform, strengthen national governance
This time, the meeting has been shortened from 7 days to 4 days. The organization of the extraordinary meeting was in line with the Party Central Committee’s Resolution on continuing to develop and perfect a law-governed socialist state in the new period which requires drastic reform of the legislature’s activities.
Nguyen Sy Dung, former Deputy Head of the NA Office said the NA has reformed its operations in order to make timely decisions and help the Government tackle obstacles.
Dung said: “The Government and the National Assembly are the two main agencies of national governance. The Government creates policies and the NA appraises the policies. The Government enforces the policies and the NA supervises the implementation. It’s necessary to organize extraordinary meetings to promptly respond to arising problems. Organizing extraordinary meetings is a step in improving national governance and legislation.”
Important issues under consideration to boost national development
The NA second extraordinary meeting is being held amid an all-out effort to realize the Resolution of the 13th National Party Congress and the Resolution of the Party Central Committees and the National Assembly.
NA Secretary General and Head of the NA Office Bui Van Cuong said the “extraordinariness” of the meeting is closely associated with its “urgency”. Holding an extraordinary meeting is to address urgent national issues. Otherwise the issues would be delayed for months. Extraordinary meetings are held in addition to regular meetings to achieve the ultimate goal of serving the people and national development and realizing Party guidelines and resolutions.

This spirit has been particularly emphasized by NA Chairman Vuong Dinh Hue at the NA Standing Committee meeting.
Mr. Hue said: “The extraordinary meeting is organized to address urgent issues and make thorough preparations. To that end, the meeting will discuss the national master plan, the revised law on medical treatment, the report on the implementation of Article 3 of the NA Resolution on COVID-19 Prevention and Control Policies, and mechanisms proposed for the health sector. Other urgent issues concerning finance and budget will also be on the agenda.”
NA deputies and voters nationwide applaud the NA’s determination to reform its operation and cooperate with the Government to address major national issues concerning people’s livelihoods. They expressed their belief that the meeting will create a basis for the Party and people to achieve the socio-economic targets set for 2023 and the years to come.
