In 2022 perfecting the institution was among the major achievements in Party building. The Party adopted several important directives and resolutions to address problems including the Politburo’s Regulation 65 on cadre rotation, Regulation 69 on discipline of Party organizations and Party members, Regulation 80 on decentralization of cadre management and appointment, and the Politburo Conclusion 20 on job arrangement for cadres managed by the Party Politburo and Party Secretariat after being disciplined.

The Party Central Committee last year adopted Resolution 21 on strengthening and consolidating Party organizations and improving the quality of Party members in the new context and Resolution 28 on reforming the Party leadership.

These are unprecedented resolutions. Associate Professor Doctor Pham Van Linh, Vice Chairman of the Central Theoretical Council, said the Party resolutions and regulations adopted in 2022 are the first steps in creating a legal political foundation for strengthening the Party leadership and national development and defense and elevating the Party’s role in the new period.

The Party drastically reformed its personnel work last year. Many cadres were dismissed at their personal request or for failing to perform their responsibility. Experts say reform is very important to strengthen the Party leadership in national construction and development.

Associate Professor Doctor Nguyen Thi Bao of the HCM National Academy of Politics said: "Cadre rotation will improve the performance of the Party, State, ministries and sectors. Some cadres holding positions but incapable of fulfilling their duties cause problems for the apparatus."

In 2022, the Party Central Committee dismissed quite a few members of the Party Central Committee and the Party Politburo. Several Chairperson of provincial People’s Councils and People’s Committees were removed from their posts. Nguyen Thi Ngoc Tram of the Communication and Education Department of the Party Committee of Nghi Xuan district, Ha Tinh province, praised the reform in Party building.

"Building the Party means creating a standard legal political framework for good management. We need to get rid of cadres and Party members who violate Party rules or State laws,' said Tram.

Over the past two years, a number of members of Party Organizations,   former provincial Party Secretaries, and Chairpersons of provincial People’s Councils and People’s Committees were prosecuted. This year, 21 leaders of organizations were punished for irresponsibility and corruption. 10 of them received criminal judgements, 1 was removed from his post, 5 received warnings, and 3 received reprimands.

Associate Professor Doctor Vu Van Phuc, Vice Chairman of the Science Council of the Party organization of central agencies, said: "The Resolution of the 6^th Plenum of the Party Central Committee emphasized that each Party cadre is assigned a specific job. The more authority they have, the more responsibility they take. The Resolution states very clearly that a Party organization can do many things, but one task can be assigned to one party organization only and the head of the organization must take responsibility for implementing the task."

The Party has focused on perfecting the institution to build a contingent of cadres who are professional and capable and possess virtue and talent. The Party was resolute in eliminating those who are “self-transforming” or incapable of fulfilling their tasks.

Such strong changes in Party building have encouraged cadres, Party members and ordinary citizens to have more confidence in the Party’s revolutionary cause of making Vietnam a developed and powerful country.
