Prime Minister Chinh said the Party and State have adopted policies and strategies, including a Party resolution on promoting agriculture, rural areas, and farmers during national development.
"The government is implementing a program on socio-economic recovery and development. During the pandemic, several monetary policies were adopted, including interest incentives for businesses and the public and fiscal policies on relaxation of taxes, fees, and charges and reduction of electricity and water bills," said Prime Minister Chinh.
Over the past few years, Vietnam’s agriculture has been restructured to make it more modern, expand its scale, raise productivity, improve quality, and strengthen domestic and export markets. The rural economy and rural labor have been restructured, the new rural development program has been completed ahead of schedule, and basic infrastructure has been upgraded. Farmers’ lives have improved, and the poverty rate has fallen rapidly. Farmers have applied new, innovative thinking and creativity and used social advances in agricultural production. Agriculture, rural areas, and farmers have made important contributions to macro-economic stability and a balanced economy, which the Prime Minister said has help to sustain Vietnam’s rapid development.

Mr. Chinh said Vietnam has great advantages and potential for agricultural development. He insisted that agriculture, rural areas, and farmers are an important force for rapid, sustainable socio-economic development and that the development of agriculture and rural areas and the improvement of farmers’ lives are primary tasks of national industrialization and modernization. He said farmers are the master and the center of national development whose ultimate aim is better living conditions for farmers and rural people. He stressed the importance of building modern, prosperous rural areas with coordinated socio-economic infrastructure and clean and green urban and environment.
The Prime Minister introduced specific solutions to achieve those goals, asking ministries and sectors to improve farmers’ qualifications to enable them to master production and business technology and become wealthy from agriculture.
Prime Minister Chinh said: "We need to develop a modern, effective, sustainable agriculture, apply high technology, improve quality and added value, enhance branding, and connect Vietnam’s production and supply chains with global chains."
The Prime Minister said it’s important to develop new rural areas toward modernity, accelerate poverty reduction in rural areas, create equal opportunities in accessing development resources and basic services, pay attention to culture, education, and health care for rural areas, fine-tune institutions and policies, and strengthen administrative reform, improve land management and use, and increase state investment in agriculture and rural areas.
The Prime Minister proposed to improve the investment environment, encourage large enterprises and corporations to invest in agriculture and rural areas, promote entrepreneurship and innovation among farmers, support enterprises in rural areas, enhance the application of science and technology, accelerate digital transformation, and focus on human resource training and vocational training. It’s important, he said, to strengthen e-commerce to expand the market and reduce costs and get up-to-date market information to make agricultural production meet market needs.
