Mr. Trong said the 1975 Spring General Offensive and Uprising ended 21 years of the war of resistance for national independence, opening a new era in Vietnam’s history. The victory reflected the strength of Vietnam’s revolutionary heroism and intellect in the Ho Chi Minh era.

The Party’s wise leadership - decisive factor in the victory

Mr. Trong said the war against US imperialists from 1954 to 1975 was a popular and democratic revolution. In the context that Vietnam was divided into the north and the south, the Communist Party of Vietnam and President Ho Chi Minh analyzed the world situation and the balance of power between the two sides to devise a path of independent resistance in conformity with Vietnam’s revolution in the new period. The Communist Party of Vietnam upheld a military policy of independence, self-reliance, and socialism and deployed 2 revolutionary strategies: a nationalist and people’s democratic revolution in the south and a socialist revolution in the north with a common goal of winning independence, reunifying the country, and developing socialism. The Party determined that the revolution in the north played a decisive role in Vietnam’s revolution and the revolution in the south was significant to the liberation of southern Vietnam. This turned out to be an unprecedented victory of the Communist Party of Vietnam, which, according to Mr. Trong, indicated the Party’s far-reaching vision and strategic art of war, particularly during important periods of the war.

Enhancing Vietnam’s unique military art and international support

Mr. Trong said that Vietnam’s military art of people’s warfare reached a new level under the Party’s leadership, which culminated in the victory of the 1975 Spring Offensive and Uprising. The Communist Party of Vietnam deemed it important to carry out Party and political affairs and make the most of national unity, patriotism, and international support for the struggle for national independence.

Improving leadership in national construction and defense

Mr. Trong said that the 40th anniversary of southern liberation and national reunification coincides with preparations for Party congresses at all levels towards the 12th National Party Congress. This, he said, is when the Communist Party of Vietnam needs to improve its leadership and fine-tune its reform policy to ensure successful national construction and defense in the new period. The Party leader said lessons about the Party’s leadership learned during the war should be applied to the new situation. These lessons adhere to the goal of national independence and socialism, the creative application of Marxist-Leninism and Ho Chi Minh Thought, the unchanging nature of the working class, and the consolidation of the Party’s ideology. Such lessons will help the Party devise policies appropriate to each period of Vietnam’s revolution and increase the effectiveness of its leadership in national construction and defense.
